I've been looking into cheap tobacco online because the prices at local shops just keep climbing. Found a couple of sites that sell bulk rolling tobacco and cartons for way less than retail, though you have to watch for shady sellers or really old stock. The trick seems to be reading recent reviews and sticking to brands you already know, so you don't end up with something that tastes like cardboard. Saves a bit, but shipping time can be a gamble.
